| by alan KIEV, Ukraine (CNN) -- Ukraine's parliament has failed to approve changes to electoral laws that the opposition says were needed to prevent fraud in a rerun of a presidential election later this month. The legislature adjourned for 10 days without passing a package of bills that would amend election laws, reshuffle the central election commission and make other changes to ensure fair balloting in the December 26 runoff. Analysts said the vote to adjourn was a setback for opposition leader Viktor Yushchenko just a day after he had scored a landmark victory in the Supreme Court that invalidated a fraud-tainted runoff 12 days ago. The court ordered a new balloting on Friday because of what it called massive fraud, resulting in jubilant celebrations by the orange-clad opposition supporters of Viktor Yushchenko. Analysts say that decision represented a big win for Yushchenko, who polls show has a good chance of winning another runoff. Yushchenko said that a quick passage of electoral changes were vital for ensuring a fair rerun, and urged hundreds of thousands of his supporters to maintain their vigil in downtown Kiev until electoral amendments become law. The Communists and pro-government factions had promised to vote for the changes in exchange for the opposition's support for a constitutional reform bill that would trim the president's powers. But the compromise deal collapsed Saturday after pro-Yushchenko lawmakers said they would only consider the constitutional changes after the new vote. Focus on absentee ballots One of Yushchenko's goals for parliament has been to disallow absentee balloting, where observers say much of the fraud took place. The court had been deliberating for about a week on whether the disputed runoff between Yushchenko and Prime Minister Viktor Yanukovych should be voided after allegations of widespread voter fraud. Yanukovych had been unofficially backed by Russian President Vladimir Putin who made two trips to Kiev to show his support. In addition to amending election laws, the package of bills before parliament would make changes to the Central Election Commission, which had declared Yanukovych the election winner. Thousands of impartial election observers are expected to oversee the December election. There will be extensive political maneuvering during parliament's 10-day break, CNN's Moscow Bureau Chief Jill Dougherty said. She said thousands of Yushchenko supporters planned to keep their vigils in Kiev's main square for an undetermined time. Yushchenko's camp, who chose to wear orange -- possibly as a symbol of positive energy -- have had music and dancing but no drinking during their stakeouts. According to Dougherty, the rather humorous approach has helped avoid violence Yanukovych's camp said Saturday that the prime minister had decided to participate in the runoff, as widely expected. "There's no other way but to participate and win," Yanukovych's spokeswoman Anna Herman told journalists. | by lun farei BAGHDAD, Iraq (CNN) -- A total of 21 Iraqis -- 17 civilians working for coalition forces and four Iraqi security personnel -- were killed Sunday in three separate insurgent attacks, U.S. military officials said. The 17 civilians died when insurgents attacked them as they were going to work near Tikrit about 8:30 a.m. on Sunday, officials said. Occupants of two vehicles opened fire on buses that had stopped to let the workers off. A U.S. military spokesman told CNN the victims worked for a civilian contractor, Buckmaster Inc. The company collects the weapons found on insurgents and in discovered weapons caches and takes them to facilities where they are destroyed. The civilians were working at these storage facilities on the outskirts of Tikrit. Thirteen other civilians were wounded, and were taken to hospitals in Tikrit. In another attack, at least three Iraqi National Guard members were killed and 18 wounded in a suicide car bomb attack. The bomb exploded about 9:30 a.m. at a national guard checkpoint near a U.S. military base, about 5 kilometers (3 miles) west of the town of Beiji. A number of injured people were taken to a nearby hospital. In Samarra, insurgents attacked an Iraqi army convoy about 6:30 a.m., killing one Iraqi soldier and wounding four others using rocket-propelled grenades and small arms fire, Capt. Bill Coppernoll, spokesman for the Tikrit-based U.S. 1st Infantry Division, told CNN. On Saturday, 15 Kurdish security personnel were killed and 25 were wounded in a car bombing. The bomb detonated about 4 p.m. in front of the Patriotic Union of Kurdistan (PUK) headquarters in south central Mosul, U.S. military officials said. The security personnel were in a bus in front of the headquarters, officials said. Fifteen of those injured have since returned to work. The attacks were only the latest in what officials have described as attempts by insurgents to derail the country's scheduled January 30 elections as the vote moves closer. Iraqi interim government officials have said they will hold the elections as planned. On Saturday, twin car bombs that exploded at an entrance gate to Baghdad's Green Zone area, near an Iraqi police station, killed 16 people and wounded 38, government officials said. Among the dead were five Iraqi police officers. Other developments As part of an agreement with coalition forces, the only humanitarian organization in Falluja said Sunday it will temporarily suspend its operations there. (Full story) On Saturday a Task Force Baghdad soldier died when a roadside bomb exploded in eastern Baghdad, and a U.S. soldier was killed when a roadside bomb exploded near Al-Ghalibiya, just west of Baquba, U.S. military officials said. These incidents bring the number of U.S. troop fatalities in the war to 1,273. Hundreds of British troops returned to their base in southern Iraq on Saturday after a monthlong deployment in a restive region near Baghdad, the British Ministry of Defense said. The battle group of about 850 troops arrived in the southern port city of Basra after a two-day, 370-mile (600-kilometer) journey from Camp Dogwood, its temporary base in central Iraq. Nur Stunden nachdem ein Militärsprecher erklärt hatte, daß die Rebellen im Süden der Stadt eingekesselt seien, kam es in der Nähe einer Moschee im Nordwesten Falludschas zu Schußwechseln. 21 US-Soldaten kamen bislang Militärangaben zufolge bei den Kämpfen ums Leben, die Opferzahl unter den Aufständischen soll bei 500 liegen. Nach eigenen Angaben kontrollieren die US-Streitkräfte den Großteil der Stadt, aus Mossul jedoch, wo die Lage in den vergangenen Tagen außer Kontrolle geraten war, haben sich die US-Truppen offenbar inzwischen zurückgezogen. Drastisch stellt sich die Lage der Zivilbevölkerung dar. Hilfsorganisationen haben mittlerweile die irakische Interimsregierung und die US-Armee aufgefordert, Zugang zu Lagern am Stadtrand Falludschas zu bekommen. "Niemand ist mehr in der Stadt - alle haben Falludscha verlassen. Männer, Frauen, Kinder - alle", sagte ein Flüchtling. Dennoch wurde berichtet, daß sich noch hunderte Familien über die Stadtverteilt in Falludscha aufhalten sollen. Unterdessen wurde der syrische Fahrer der beiden im Irak entführten französischen Journalisten von US-Soldaten im Rahmen der Falludscha-Offensivelebend in einem Haus aufgefunden.
